The opportunity to have TH 47 connect directly to . ghway 10 via Thurston Avenue, with a
grade-separated crossing of the railroad, warrants er consideration. If Thurston Avenue
became the major transportation route, it would mo likely be designated TH 47. The existing
TH 47 south ofCR 116 in the City of Anoka would e ''tumbacked'' by the State of
Minnesota, and become a local collector roadway. A cess to the existing commerciaVretail
structures at the present CR 116ffH 47 intersection . be maintained.

Land use surrounding the TH 47/CR 116 intersectio is proposed to remain consistent with the
Community Commercial designation. The Communi Commercial acreage will be expanded
up to the intersection with Nowthen Blvd. on the side ofTIi 47. Additional transportation
improvements are proposed at this intersection. The pportunity to establish clear delineation
between residential and commercial land use should b considered. The historic town hall
should be relocated and the potential for a city center . strict evaluated. Another possibility is a
pedestrian bridge over TH 47-to provide the residen .al area on the west with access to the
commercial area on the east side.

Figure 2: Andover Bridge Options

Figure 4 illustrates four possible Rum River bridge cr ssings to the City of Andover. The four
options include:

A Powerline easement corridor
B. Golf Course corridor
C. Boy Scout Camp corridor
D. 153rd corridor

Each corridor offers its own opportunities for land u development potential. The preferred
option is corridor C, Boy Scout Camp. This corridor s favored because it is equidistant
between the two existing bridges at CR 116 and Seve th Street in the City of Andover.

None of these options have been specifically discussed with the City of Andover.

Figure 3: Elk River Connection

Figure 3 illustrates a possible east-west roadway conn ction with the City of Elk River. The
existing 173rd St. would be improved and extended in 0 the City of Elk River. Jarvis Street
would be extended and improved jointly by the Cities fElk River and Ramsey.

The proposed land use in this area would be predomin tely Single Family Residential. A
possibility may exist for a small neighborhood commer ial center depending on area
development patterns.

2
