<br />C' <br /> <br />.1 <br /> <br />REVIEW OF RAMSEY COMPREHENSIVE PLAN AMENDMENT <br /> <br />BACKGROUND <br /> <br />Ramsey is a developing community in Anoka County. The city has nearly 30 square miles of land <br />area with approximately 2 1/2 square miles of land in the southeastern part of the city within the <br />MUSA The remaining area of 27 1/2 square miles in the northwestern portion of the city is <br />currently in the rural service area. The Council expects urban expansion in the rural area to be <br />planned, staged and contiguous to existing development. The land uses proposed by the city for <br />MUSA expansion area are primarily residential and industrial. <br /> <br />The proposed MUSA expansion contains 1,455 gross acres which includes National Wetlands <br />Inventory (NWI) protected wetlands, the closed Ramsey landfill, an existing school, the <br />abandoned Gateway airport and other already developed land uses. The proposed MUSA <br />expansion contains 442. acres of vacant land "suitable"" (NWI wetlands and other lands restricted <br />from development exCluded) for development. <br /> <br />Council and Ramsey staff held extensive meetings during late 1993 and early 1994 to evaluate <br />existing land use and the supply of vacant land suitable for urban development within the current <br />Ramsey MUSA Metropolitan Council revised 1990 land use figures show a supply of vacant land <br />suitable for development in the current Ramsey MUSA of 800 acres. The 1990 to 2000 urban <br />land demand is for 1,242 acres. This demand is based upon the past ten year growth trend and <br />uses Council forecasts. As a result. of these sessions Council and Ramsey staff agreed that based <br />on Regional Blueprint policy, Ramsey could expand the city's MUSA by 442 acres of land suitable <br />for development to accommodate forecasted growth. Council and city staff are in agreement <br />regarding the size of the proposed MUSA expansion. <br /> <br />During the plan review Ramsey and ,other agencies submitted additional information as follows: <br /> <br />. Letter dated October 21, 1993 from Ryan R. Schroeder, City Administrator submitting <br />the initial Ramsey proposed Comprehensive Plan Amendment and MUSA addition. <br /> <br />. Letter dated November 23, 1993 from Ryan R. Schroeder, providing information <br />requested by Council staff regarding transportation, aviation, wastewater, stormwater, <br />urban land use and housing. <br /> <br />. Letter dated January 27, 1994 from James D. Gromberg, Project Manager providing <br />further information on Wastewater, forecast data for transportation planning, airport <br />height restrictions and undeveloped land in the MUSA <br /> <br />. Letter dated February 15, 1994 from James D. Gromberg clarifying the location of the <br />current MUSA line in the city; River Bluffs PUD is in the current rural service area. <br /> <br />. Letter dated March 11, 1994 from Ryan R. Schroeder submitting a revised <br />MUSA/Major Comprehensive Plan Amendment addressing the year 2000 MUSA changes. <br /> <br />4 <br />
