Schroeder granting a 1-day review <br />period extension to January 12, 1994 and providing additional information on zoning, the <br />gross area of the MUSA and on-site septic system inspection procedures. <br /> <br />AUTHORI1Y TO REVIEW <br /> <br />The Metropolitan Land Use Planning Act of 1976 requires local units of government to submit <br />comprehensive plan amendments to the Metropolitan Council for review (Minn. Stat. 473.864, <br />subd. 2, 1978). The Act also gives the Council the authority to establish guidelines governing the <br />amendment review process (Minn. Stat. 473.854). <br /> <br />The city of Ramsey proposed comprehensive plan amendment was initially received by the <br />Council on October 26, 1993. The original proposal was for a much larger MUSA request than <br />could be justified relative to Council forecasts and there were proposals to add land to the MUSA <br />which would not be developed until after 2000. In addition the submittal lacked adequate <br />information relating to Council plans for transportation, wastewater, aviation and housing. The <br />review was suspended and the Ramsey city staff agreed to work with Council staff to evaluate <br />land use and supply of land within the MUSA in order to reach an agreement on how much land <br />could be added to the year 2000 MUSA based upon Council forecasts. In addition the city <br />worked with Anoka County to provide the transportation planning information necessary to <br />complete the plan amendment. On October 13, 1994 Council staff determined that MUSA <br />amendment proposal was complete for review. Since this is a major amendment (MUSA <br />expansion of over 40 acres) staff informed the city that it would take the full 90 days to review <br />and comment on the amendment as it relates to metropolitan system plans and other policy. On <br />November 17, 1994 the city agreed to extend the review period one extra day. The review period <br />will conclude on January 12, 1994. <br /> <br />5 <br />
