<br />.. <br /> <br />" <br /> <br />certified by the Minnesota Pollution Control Agency and licensed by the city or county to <br />promote uniformity and a higher degree of environmental protection. <br /> <br />The city has with this submission presented a summary of the policies and strategies it has in <br />place to prevent and. reduce excess levels of inflow and infiltration in its local sanitary sewer <br />system. In additiont the city has presented a summary of the circumstances under which private <br />or community treatment systems (for examplet package treatment plantst community drain fields) <br />will be allowed to be located in its rural area. <br /> <br />The Metropolitan Waste Control Commissiont now identified as the Councirs Office of <br />Wastewater Servicest indicated in its March 23t 1994 review letter concerning this amendment <br />that the city will now need to update its Tier II Comprehensive Sewer Plan. <br /> <br />Surface Water Management <br /> <br />The city has adopted the Councirs interim strategy to reduce non point source pollution to all <br />metropolitan water bodies and proposes to amend its land use controls and local stormwater <br />management plan by January 1t 1995 to contain strategy guidelines. <br /> <br />Transportation Planning-Highways (Carl Ohm) <br /> <br />Ramsey is served by TH 10 and TH 169t both highly congested metropolitan highways. The <br />highly congested segment of TH 169 starts in the city of Anoka and continues south. The <br />congested segment of TH 10 is in Spring Lake Park and Mounds View. <br /> <br />An analysis completed by Anoka County in 1990 as part of the Countyts transportation plan <br />indicated that after completion of construction underway and planned on TH 10 a congestion <br />problem would occur sometime before 2010. Since the expansion of the MUSA in Ramsey will <br />result in added traffic on both TH 169 and TH lOt the Council required an analysis of this <br />problem prior to approving further MUSA expansions in Ramsey and other Anoka County <br />communities. The Council Transportation Policy Plant policy 12 and strategies A and Dt with <br />specific relevance to this issue are: ' <br /> <br />Policy 12 - The Metropolitan Council will work with the Minnesota Department of <br />Transportation and local units of government to ensure the metropolitan highway system <br />and its supporting road system are built and designed to adequately serve travel demand to <br />the extent possiblet to provide for the safety of users and to minimize negative impacts on <br />the environment. <br /> <br />Strategy A - State and local units of government shall provide an adequate minor arterial <br />roadway system in the region. <br /> <br />Discussion: the Metropolitan highway system is intended to serve the longer trips in the <br />region. The minor arterial system serves shorter trips that mayor may not be local in <br />nature. Where a sufficient minor arterial system does not existt either are made on the <br />metropolitan highway system or on a collector and local streets. In either case, such use is <br />inappropriate. <br /> <br />8 <br />
