<br /> <br />~ <br /> <br />Strategy D - The Council will approve expansion of the urban service area, including the <br />urban service areas of freestanding growth center, only when the state and/or the <br />appropriate local units of government demonstrates that adequate highway improvements <br />will be provided when needed to avoid exceeding the capacity of the affected metropolitan <br />highway. <br /> <br />The Council's Transportation Plan includes priority expansion projects on TH 169 from the <br />Mississippi River to Osseo and, on TH 10 from I-35W to TH 47. The contract to widen TH 169 <br />to four lanes was let in June 1994. However, due to the four-lane bridge over the river in Anoka <br />limited capacity will be available. Segments of TH 10 construction have been completed and <br />others are under construction. The entire project to provide a 4 to 6 lane freeway will not be <br />completed until 2000 or later. <br /> <br />The TH 10 project will significantly increase the capacity of the metropolitan highway system in <br />this area, but it appears that it will not be adequate to meet the needs to 2010 or beyond. The <br />Council therefore, required the city of Ramsey to work with other affected cities and the county <br />to analyze the impact of added growth on these metropolitan highways. The work was completed <br />and the consultant report with the analysis was sent to the city by Anoka county. The report was <br />officially transmitted to the Council by the city of Ramsey on October 3, 1994 as support of the <br />proposed MUSA expansion. <br /> <br />Tbe city of Ramsey mayor in his letter transmitting the County transportation plan update to <br />the Council specifies: "Tbe City further supports the improvements listed in the plan and will <br />work with Anoka County and other local government units to make those improvements a <br />reality." <br /> <br />In summary, the transportation analysis found that the forecasted growth for 2005 in Anoka <br />County communities can be accommodated by the metropolitan highway system, but only if a <br />number of capacity enhancements are made to city, county and state highways (see table 2 <br />attached). These facilities serve a large area of Anoka County and provide alternatives to using <br />metropolitan highways. <br /> <br />Anoka County in its transmittal to the city of Ramsey commits to the implementation of these <br />facilities as discussed above to allow growth forecast for 2005 to occur. Growth beyond the level <br />as described in the attached table (attachment 4) on traffic analysis zones submitted by the city of <br />Ramsey will require additional facilities, modify demand or provide other transportation <br />alternatives. <br /> <br />Anoka County states: <br /> <br />"Assuming development occurs within the traffic analysis zones (TAZ) as forecasted, and <br />all transportation improvements are made, the transportation demand will be in balance <br />with transportation capacity. The approval of an individual community's MUSA will be <br />established through the Metropolitan Council process. The county is confident the <br />facilities, as described here, will accommodate the growth in the 2005 forecasts." <br /> <br />"The Metropolitan Council will expect that any MUSA expansion that exceeds these <br />forecast will require additional facilities or programs to accommodate the added demand, <br /> <br />9 <br />
