writing the Department Head's preparing the performance evaluation.— The CityCity Administrator <br />will review the performancethis evaluation with the Department Head.— The Department Head will <br />have the opportunity to discuss the performance evaluation with the CityCity Council at a closed <br />CityCity Council meeting if they he/she so choose. <br />The CityCity will consider each employee's performance evaluation when considering salary <br />increases or potential promotional opportunities. As a general ruleGenerally, an employee who <br />receives an overall rating of `Needs Improvement" or "Poor" (or the equivalent) will not be <br />eligible for promotional opportunitiess or, salary increases, except for any "cost_ -of --living <br />adjustment made by the City. —Further, an employee who receives an overall rating of `Needs <br />Improvement" or "Poor" (or the equivalent) must follow a performance improvement plan to bring <br />performance to an acceptable levelreach an acceptable performance level.— If performance is not <br />brought to an acceptable lcvclimproved as described in the performance improvcmcntoutlined in <br />the plan, disciplinary action may be taken, e may be imposed, up to and including termination. <br />Conducting_, or the results of, performance evaluations or their outcomes does not alter the at -will <br />nature of employment. <br />3.143Resignations <br />As at -will employees, all GityCity employees may resign at any time and —for any reason.— Tlb <br />order to be considered "in good standing" at the time of resignation, an employee must submit a <br />written resignation to their file with employee's Department Head_ -at least 14 days prior to the <br />effective date ofbefore leavin, a written resignation stating the effective date of the resignation. <br />Department Heads wishing to resign "in good standing" should give the 6i1yCity as much advance <br />notice as possible, but must provide at least 30 days' notice. <br />Employees providing three (3) or more months' advance notice of said resignation shall receive an <br />additional 10% -percent added to their eligible sick leave severance. <br />Failure to comply with this 14--day or 30--day notice procedure requirement may result in denial <br />of be considered cause for denying the employee future employment opportunities withby the <br />CityCity and deny=idenial ofig termination benefits. <br />Time -off off requests shall not be approved during the period leading up to an such time as <br />employee's retirement or separation from employment. ; <br />llhowever, pre -approved time off will be honored. Vacation hours may not be used to extend an <br />employee's actual termination date. <br />-At the gityCity Administrator's discretion, separation may occur immediately; while the <br />;separation would remain in good standing. <br />An u4nauthorized absence from work for a period of three (3) working days may be considered by <br />the Department Head as a resignation "not in good standing" and without benefits. <br />121Page <br />
