<br />City of Ramsey <br />Comprehensive Plan Amendment <br />Land Use Element <br /> <br />2. POLICY - Compliance with new stonnwater runoff and shoreland requirements: <br /> <br />A STORMW ATER RUNOFF: The City of Ramsey will apply National Urban <br />Runoff Program (NURP) standards for the design of new stonnwater and MPCA's <br />urban best management practices titled Protectin~ Water Quality in Urban Areas <br />to the review of any proposed development occurring in the City to reduce <br />nonpoint source pollutant loading in stonnwater runoff. The City of Ramsey will <br />incorporate those standards and requirements in its stonnwater runoff. The City of <br />Ramsey will incorporate these standards andl requirements in its stonnwater <br />management plan and land use controls to implement this policy. <br /> <br />1. Proposed schedule for preparing and. adopting amendments to local <br />stonnwater plan and land use controls: <br /> <br />The City of Ramsey will prepare and. adopt specific amendments to its <br />stonnwater plan and land use controls by April 15, 1997. These <br />amendments will coincide with the updating of the City's Land Use Plan <br />and Shoreland District Ordinance. The Metropolitan Council will be <br />notified after the amendments have been adopted. <br /> <br />B. SHORELAND: Statement of cooperation with DNR for the revision of shoreland <br />regulations. <br /> <br />The City of Ramsey will work with the Department of Natural resources to adopt <br />the revised shoreland regulations consistent with the DNR's schedule of priorities. <br />The Metropolitan Council will be notified following the date of their adoption. <br />" (This notification may be an administrative action and included in the letter. <br />submitting the plan amendment to the Council for review. It does not require <br />official action by the local government.) <br /> <br />3. POLICY - The following policy areas will be used to guide and direct development: <br /> <br />. Metropolitan Urban Service Area (MUSA) <br />. Urban Reserve Area <br />. Rural Transition Area <br />. Rural Service Area <br /> <br />The Metropolitan Urban Service Area - The focal point of the City's growth, this <br />area provides the full range of public services, employment, and business <br />opportunities. The City's policy will continue to be to support the continued growth <br /> <br />page 2-17 <br />
