City of Ramsey
Comprehensive Plan Amendment
Land Use Element

and development of the urban service area. As an integral part of this policy, the City
will attempt to direct most residential, commercial, industrial, and institutional
development to the Metropolitan Urban Service Area of the City.

Urban Reserve Area - This area is the area between the MUSA and the City's
designated urban area boundary. This is the area where future MUSA expansions
would logically occur. As an integral part of this policy, the City will work to preserve
the capability for orderly and economic expansion of urban services to this area.

Rural Transition Area - This area abuts the urban reserve area and is predominantly
one (1) to two and one-half (2.5) acre residential lots. This area lies within the
Metropolitan Waste Control Commission's District 3 Boundary for sanitary sewer.
The lots in this area are generally capable of being subdivided, however, extension of
sanitary sewer is not anticipated for more than 20 years.

Rural Service Area - This area encompasses the remainder of the City. This area
provides for long term lot (1 unit per 10 acres) residential use and agricultural or open
space areas.

Development Policies Relatim! to the Metropolitan Urban Service Area

In response to the issues associated with future growth, the City has adopted the
following policies concerning the Metropolitan Urban Service Area:

In order to accommodate future growth and promote efficient provision of public
services, future growth should occur in the Metropolitan Urban Service Area of
the City.

4. POLICY - Future public investment in urban services should occur in the Metropolitan
Urban Service Area of the City.

5. POLICY - Service level- The city will support growth that can be accommodated
within existing or planned service capacities. Growth beyond the service capability of
the City has potential for adverse impact on not only the City, but on surrounding
areas. The service level should be maintained at a level that adequately serves the
residents.

page 2-18
