<br />City of Ramsey <br />Comprehensive Plan A.mendment <br />Land Use Element <br /> <br />Urban Reserve Area Develoument Policies <br /> <br />6. POLICY - The City's comprehensive plan reflects the projected use, staging of <br />urbanization, and public facilities programming for the land surrounding Ramsey. The <br />areas under the city plan which are scheduled for urbanization beyond the year 2000 <br />will be shown as Urban Reserve Area. <br /> <br />7. POLICY - Service level- The service levels. in the Urban Reserve Area should remain <br />the same as that of the Rural Transition Area UIlltil such time as the land is added to the <br />MUSA <br /> <br />8. POLICY - The Urban Reserve Area shall be managed to accommodate urbanization in <br />aCcordance with the comprehensive plan of the City. With the exception of limited <br />development provided for in this policy, the land in the Urban Reserve Area shall have <br />a residential density not to exceed 4 dwellings per 40 acres, with a minimum lot size of <br />10 acres. <br /> <br />Rural Transition Area Develoument Policies <br /> <br />9. POLICY - Activities that require levels of servi(;e higher than existing or proposed for <br />the area should not be located in this area. Sewer service shall be provided by private, <br />on-site systems. In the event that it becomes necessary to establish a central sewer <br />and/or water system due to problems caused by existing development, a special <br />assessment district shall be established to pay for the installation and maintenance of <br />such systems. <br /> <br />10. POLICY - The principal long-term land use in this policy area will continue to be <br />residential development on 2.5 acre lots. The density shall be 4 dwellings unit per 40 <br />acres on a pro rata basis with a minimum lot size of2.5 acres. <br /> <br />11. POLICY - Certain non-residential land uses may be appropriate in this area. Such <br />uses would include those permissible in the Rural Service Area and businesses that <br />provide a service off the site whose primary use of the land will be storage and <br />maintenance of equipment used off-site. The typical use of this type would be the <br />contractor yard, road building, construction, landscaping and well-drilling. This <br />provision would accommodate those operations that would be too large or <br />inappropriate under the home occupation provisions. <br /> <br />12. POLICY - All proposed development within the:: Rural Transition Area shall be served <br />by bituminous roads. <br /> <br />page 2-19 <br />
