<br />City of Ramsey <br />Comprehensive Plan Amendment <br />Land Use Element <br /> <br />13. POLICY - Development shall occur on an environmentally sound basis as further <br />enumerated in Policy 17. <br /> <br />Rural Service Policv Area <br /> <br />14. POLICY - The principal long-term use ofland in the Rural Service Area will continue <br />to be low-density residential, agricultural and open space for the foreseeable future. <br />The density permitted is 4 dwelling units per 40 acres, with a minimum lot size of 10 <br />acres. <br /> <br />15. POLICY - The public services existing and planned in the Rural Service Area are <br />those necessary to support limited residential development: on-site sewer, private <br />well, roads, fire protection and civil defense. Land uses which will require either <br />service levels greater than those permitted, will be directed to the areas of the City <br />where the needed service levels are available. Urban services (sewer, water, <br />developed neighborhood parks) will not be available in this area in the foreseeable <br />future. <br /> <br />16. POLICY - Non-residential land uses - while long-term, low density residential use will <br />be the primary utilization ofland in this policy area; the City recognizes that certain <br />other uses ofland may be necessary or appropriate in this area. Business and other <br />non-agricultural, non-residential uses may be considered for location in the Rural <br />Service Policy Area only if one or more of the following criteria are met: <br /> <br />. The activity must be located in the Rural Service Area in order to utilize or extract <br />a natural resource that is located in the area. Examples of this would be marina, <br />gravel mine, ski slope. <br /> <br />. Recreational, educational or institutional uses (public, private, non-profit) that <br />require a location in a rural area because of a need for seclusion or a natural <br />setting. Examples would include public parks and similar uses, educational or <br />summer camps, retreats. <br /> <br />. Activities that require a relatively large land area for low intensity land uses. The <br />land uses are of a nature that substantial topographic changes are not required and <br />structures are limited to clubhouses, maintenance buildings, and accessory <br />structures. Examples would include golf courses, shooting ranges, motorized <br />vehicle and other recreational areas. <br /> <br />page 2-20 <br />
