POLICY - Transportation - The Rural Service Area shall be served by bituminous <br />roads. <br /> <br />18. POLICY - Development shall occur on an environmentally sound basis: <br /> <br />. Measures should be taken to prevent erosion during and after construction, <br />particularly in cases where development will be occurring in areas With erosion <br />potential - typically slopes greater than 6 percent. <br /> <br />. Structures should typically be set back from blufflines a minimum of 50' and <br />greater, if required. <br /> <br />. Building sites should remain in their natural state to the greatest extent possible. <br />Areas that require substantial changes from their natural state shall not be <br />permitted. Development should be designed so as to minimize disturbance of <br />natural systems. <br /> <br />. Natural drainage should be used to the greatest extent possible. <br /> <br />19. POLICY - On-site sewage treatment - In virtually all cases, sewage must be treated on <br />the site for the foreseeable future. When single land use will be generating substantial <br />amounts of sewage, the most effective treatment system should be installed. In <br />clustered developments, land may be required to be set aside for a future community <br />drainfield if the lots have minimum suitable building area, or land may not be available <br />for a community system in the future. <br /> <br />Densities and Lot Sizes in Rural Residential Arc~as <br /> <br />Parcel Size Determining Eligible Development: The size of the parcel which shall <br />determine the number of eligible residential units which can be developed on the parcel <br />will be the parcel size and state of development as of January 1, 1990. <br /> <br />When a parcel acreage is not evenly divisible by ten (10), allowing for a pro rata density of <br />four (4) units per forty (40) acres, an additional lot may be developed only if the size of <br />the fractional parcel is at least 75 percent of that required for a single or an additional lot. <br />Eligible units per parcel are as follows: <br /> <br />page 2-21 <br />
