<br />aty of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />3.3 TRANSPORTATION ISSUES AND NEEDS <br /> <br />This plan amendment was prepared to respond to a number of land use and transportation issues <br />in the City of Ramsey. Prior to its adoption, planning for the transportation system in Ramsey <br />was based on the 1980 Comprehensive Plan and the 1989, 1990, 1992, and 1993 Comprehensive <br />Plan Amendments. Since completion of these documents, however, the City has experienced <br />continued growth in population and increased pressures for residential development. <br /> <br />As a result of population growth and the need for residential development, City officials and staff <br />decided to re-evaluate previous commercial and industrial land use designations for a 2,363 acre <br />tract ofland north ofTH 10 and between CR 83 and CR 57. The intent of the evaluation was to <br />determine where it might be appropriate to substitute commercial and industrial land use <br />designations with residential designations. Because transportation facilities should be located and <br />designed to respond to land use and development, any revisions to the existing land use plan <br />would require analysis of the existing transportation plan. <br /> <br />In addition to re-evaluating the transportation plan to respond to changes in the land use plan, the <br />transportation element of the Comprehensive Plan Amendment was prepared to address the <br />following issues and needs: <br /> <br />. Functional classification of roads <br />. Road Level of Service and travel demand <br />. TH 10 <br />. North/south roads <br />. East/west roads <br />. Mississippi River crossing <br />. Overall accessibility <br />. Public transportation <br />. Trail system <br />. Environmental conditions that impact transportation <br /> <br />Page 3-9 <br />
