<br />Oty of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />As indicated in previous studies, the intersection ofTH 47 and CSAH 5 is in need of <br />reconstruction. It is currently constructed so that the northbound lane on TH 47 slopes to the <br />east. While specifications for tangent and sight distance are met at this intersection, it is awkward <br />and inconsistent with optimal design. In view of the corridor's future development potential, the <br />associated traffic volume increase, and the current accident rate, reconstruction of the intersection <br />is a high priority. <br /> <br />The City has prepared and adopted a TH 47 corridor study as a part of the Comprehensive Plan. <br />Development proposals should be reviewed for conformance with this adopted plan. <br /> <br />TRIO <br /> <br />TH 10 and TH 47 are the only roads in the City of Ramsey that are part of the regional highway <br />system. It is an extremely important principal arterial, serving as a major link between northwest <br />suburban and exurban communities and the central cities. Its importance is evident from an <br />evaluation of its current and forecast daily traffic volumes in the City of Ramsey and elsewhere. <br />(See Figure 3-4.) <br /> <br />Access between adjacent land use and TH 10 is already an issue, and increased daily traffic <br />volumes will only serve to exacerbate the problem. As mentioned, the TH 10 Corridor Study <br />(Barton-Aschman Associates, Inc.; 1988) documented 53 private access points along TII 10 <br />within a 2.65 mile segment within the City of Ramsey. As a result the number of accidents, <br />including several fatalities, has been high. Field analysis showed that most of the problem <br />driveways are located on the north (westbound) side ofTII 10. <br /> <br />Eliminating existing direct access to TH 10 and constructing logically-spaced median breaks <br />where left-turns would be permitted is the obvious solution to this issue. While recognizing the <br />need to address traffic flow and safety issues in a timely manner, the City is sensitive to the needs <br />of existing businesses along TH 10. With the exception of businesses located at the intersections <br />of TII 10 and the north/south cross street, all the businesses on the north side of the road rely on <br />direct access to TII 10. <br /> <br />TII 10 recommendations are outlined below: <br /> <br />Page 3-26 <br />
