<br />Qty of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />. Construct a north side frontage (access) road along TH 10. The access road would be <br />located adjacent to south side of the railroad right-of-way. Efforts would be made to <br />extend the access road from CR 57 to CR 83. Moving west, however, this becomes <br />increasing difficult, and the access road may have to be terminated at a point <br />approximately 1,000 feet east ofCR 83. At this point the width of the land between the <br />railroad right-of-way and TH 10 ranges from approximately 100 feet to 20 feet. <br /> <br />The access road would be accessible to TH 10 from the north/south cross streets; CR 56 <br />and CR 57 and, possibly, CR 83. It would provide access to the back side of parking lots <br />that currently serve existing business locations. <br /> <br />. Continue development of south side frontage road along TH lOin a manner that is <br />consistent with the adopted land use designations. <br /> <br />. Develop collector roads south ofTH 10 to serve the area between TH 10 and the <br />Mississippi River. These collector roads should be developed consistent with the adopted <br />land use designations and, to the extent possible, in a grid pattern. The north/south <br />alignment of these roads should enable direct access to TH 10 at mile intervals (CR 83, <br />CR 56, and CR 57). They should also intersect the frontage road on the south side ofTH <br />10 at the one-half mile point. <br /> <br />. I}egin discussions with Mn/DOT on the installation of a traffic signal at the TH 10/CR 83 <br />iptersection. The City or Mn/DOT could conduct field studies to count daily traffic <br />yolume and peak hour turning movements at this intersection and prepare analysis to <br />determine if signal warrants are met. Traffic signal design and actual installatioa would <br />qave to be in accordance with Mn/DOT specifications and guidelines. <br /> <br />. Begin discussions with the Burlington Northern Railroad and Mn/DOT to identify an <br />appropriate location for a railroad overpass across TH 10. The City has identified a <br />roadway in the general location of the extension ofCR 116 westward as a possible <br />location. The City recognizes that further study will be necessary to determine if Puma <br />Street is the most suitable location. <br /> <br />It will be important in future studies of this issue to evaluate alternative locations to ensure <br />that the selected location for the overpass will satisfy a series of goals.
