<br />Dty of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />1) supporting future land development and associated travel demand, 2) TH 10 traffic <br />flow and safety, and 3) engineering feasibility (vertical and horizontal clearance criteria for <br />the railroad) and slopes from the top of the overpass to the north/south street. <br /> <br />North/South Roads <br /> <br />. Cooperate with the City of Elk River to identify design goals, funding strategy, and <br />implementation schedule for the improvement of Jarvis Street. Both cities envision <br />continued residential development along Jarvis Street, which is the boundary between <br />Ramsey and Elk River. <br /> <br />In order to contribute to the linkage between the two cities, Jarvis Street would be <br />continued to the north to 169th Avenue from its present terminus at 165th Avenue, as <br />described in the City of Elk River Comprehensive Transportation Plan (MSA, Inc.; 1993). <br />Beyond what is described in Elk River's plan, Jarvis Street would also need to be <br />extended from 169th Avenue to 173rd Avenue, as proposed in this document. (See <br />Figure 3-6 on the following page.) <br /> <br />A recommended strategy would be for the two cities to petition MnlDOT to designate <br />Jarvis Street as an MSA street since it intersects TH 10, a principal arterial under <br />MnlDOT's jurisdiction. This strategy would make the two cities eligible for MnlDOT <br />funding assistance for traffic signal installation and other improvements. <br /> <br />. Reconstruct CR 83 from 161st Avenue to CSAH 22 to widen shoulders and increase <br />curve radii. <br /> <br />. Continue the Puma Street alignment on the south side of TH 10 to provide access across <br />TH 10. This would require construction of a railroad overpass to allow traffic to cross the <br />highway. Access ramps to/from the overpass would also be part of the design to allow <br />traffic to move between Puma Street and TH 10. <br /> <br />Page 3-28 <br />
