City of Ramsey
Comprehensive Plan Amendment
Transportation Element

Access Design Principles and Policies

Driveways (access points) directly affect the safe operation and Level of Service of through
streets but, at the same time, are an important mechanism to provide access to land uses. The
primary function of arterial streets, to move traffic, should be protected through the use of access
restrictions.

All driveways should be located so as to minimize mction to through traffic. Safe and predictable
operation of the through street should be maintained. Planning of driveways should consider the
intended land use, parcel arrangements and distribution along a street (or corridor), and peak
loading periods. Access points should be consolidated whenever possible.

The City will adopt the following basic principles of driveways or access control:

. Separate conflict areas by increasing driveway spacing and/or combining access points.

. Remove storage or turning vehicles from through lanes. Separate turn lanes provide for
needed storage and exclusive movement paths.

. Minimize the different conflict types. Restrict or prevent specific movements depending
on volumes, geometrics, time of day, and other parameters.

. Improve turn execution. Provide required driveway lane widths and comer radii to allow
easy movement execution and minimize encroachment on adjacent lanes.

. Provide sufficient sight distances. Adequate perception and execution times are critical to
successful driving operations.

. Prevent driveway blockage. Provide needed storage on-site and channel movements in
accordance with anticipated volumes.

. Coordinate driveway requests. Review site plan details such as driveway location and
parking arrangements to ensure that appropriate standards are met.

Page 3-44
