Providing for the continuation and the development of a variety of urban uses, including <br />industrial and commercial uses, and residential, where appropriate, within the river <br />corridor. <br /> <br />d Utilizing certain reaches of the river as a source of water supply and as a receiving <br />stream for properly treated sewage and industrial waste effluents. <br /> <br />Special regulations pertain to the Mississippi Critical River's Area shown on Figure 2. The <br />City has been limiting development in the Critical River's Area in accordance with the interim <br />regulations administered by the EQB. The development restrictions outline appropriate <br />densities of development, tree clearing limitations, fill limitations, building setbacks and other <br />measures. There are different restrictions for the urban service area and rural area. <br />Ordinance #88-11 addresses the key elements and provides for the following lot sizes and <br />setback restrictions in the urban area. Ordinance #89-33, adopted December 19, 1989, <br />further requires minimum residential lot sizes of five acres within the Critical River Area <br />which are outside the MUSA. <br /> <br />Review of the development proposals within the Critical River's Area will continue to be <br />reviewed under the EQB's Interim Development Regulations until the City's final Critical Area <br />Plan is approved. The City will be seeking approval for the Critical Areas Plan after approval <br />of this comprehensive plan amendment. <br /> <br />AREA STANDARDS AND PERMITTED USES FOR THE LOTS LOCATED <br />IN THE CRITICAL RIVER AREA AND URBAN SERVICE AREA <br /> <br />Mississippi River Recreational Corridor Trail <br /> <br />A regional trail along the Mississippi River has been proposed since the late 1970's. Anoka <br />County is the designated responsible unit of government for implementing and maintaining the <br />trail since it will traverse several communities within the County. <br /> <br />The City adopted Ordinance #90-02 which describes the alignment and right-of-way (ROW) <br />width for the proposed regional trail. The ordinance was reviewed by Metropolitan Council and <br />Anoka County prior to adoption. The City will work through the development process to provide <br />trail ROW in accord with the ordinance. Figure 5 illustrates the proposed trail location and <br />trail ROW widths. It is intended that the trail east of the Anoka County Park will be a single <br />paved treadway serving primarily pedestrian and bikes. It is recognized that these users would <br />ideally be on separate treadways where high volumes of use are expected; however, no use <br />projections have been generated by either the County or Metropolitan Council. <br /> <br />29 <br />
