<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The Rivenwick Addition will allow for the trail corridor to be connected to the Anoka County <br />Park located along the river. This sectkm of trail will be connected as shown in Figure 5 with <br />other trail sections located to the east approaching the eastern City limits. The inclusion of this <br />section will complete the trail up to the proposed Mississippi River Bridge crossing leaving a <br />section of approximately 2-1/4 miles to the western City boundary. <br /> <br />The trail ROW west of the Anoka County Park is wider and is intended to provide a paved <br />treadway for bikes and pedestrians and a separate turf treadway for horses and possibly cross- <br />country skiing. With the future bridge crossing, a long-term goal is to link this trail with the <br />trails in Elm Creek Regional Park located in the City of Dayton. <br /> <br />Interface with City Park System <br /> <br />The City adopted a revised parks plan as shown on Figure 5 (May 22, 1990) which integrates <br />the Mississippi River Corridor trail with other elements of the City's parks plan. <br /> <br />The basic concept of the parks plan is to continue to develop organized athletic facility <br />complexes at Central Park, expansion of Central Park and providing additional area for athletic <br />fields nearer the urban area. This process has started with the development of the Emerald Pond <br />Park as part of the Wood Pond Hills Projects (area 3 of figure 3). It is proposed to link this <br />park to the Ramsey Elementary School as the property to the immediate north of the current <br />MUSA boundary is developed. <br /> <br />Smaller community and neighborhood parks will continue to provide open space, passive uses, <br />and lesser developed facilities to serve smaller neighborhood service areas. <br /> <br />Trails are proposed to link neighborhoods with major activity centers and parks. The City's <br />trail system is proposed to link to the regional trail in at least two locations. A third location <br />linking the trails is yet to be identified, but would be at a controlled intersection within the <br />urban area. The City has also entered into discussions with the City of Anoka to provide for the <br />connection of Ramsey's trail system with the trail system being developed in Anoka. This link is <br />proposed to come via the River's Bend Park located in the current MUSA. This park also is <br />handicap accessible including picnic areas and a fishing pier, making it an ideal stop for all <br />members of both communities. With the recent development of Amber Ridge and the final stage <br />of Juniper Woods Addition, the trail now links all of the neighborhoods in area 1 of figure 3to <br />the River's Bend Park. <br /> <br />VII OTHER LAND USE CONSIDERATIONS <br /> <br />Several major land uses, as shown in Figure 2, are located within the City's Urban Reserve Area <br />but outside of the current MUSA 2000. These large land uses account for nearly 900 acres of <br />land within the proposed MUSA expansion. This and future MUSA expansions will need to <br />consider the compatibility of development with these uses as well as extension of utilities <br />beyond these parcels. <br /> <br />Anoka ReQional Sanitary Landfill <br /> <br />The existing landfill is situated northwest of the current MUSA and immediately north of a <br />candidate landfill site. The landfill is currently scheduled to close on December 31, 1993. No <br />end use plan has been submitted by the owner of the facility other than a proposal to use <br />approximately 10 acres for the development of a ski hill. Currently, the owners are in the <br />process of implementing a remedial action program which is required to contain extensive <br />groundwater contamination which is generally south/southeast of the existing site.
