POLICY - On-site sewage treatment - In virtually all cases, sewage must be treated on the site for the foreseeable future. When a single land use will be generating substantial amounts of sewage, the most effective treatment system should be installed. In clustered developments, land may be required to be set aside for a future community drainfield if the lots have minimum suitable building area, or land may not be available for a community system in the future. RURAL RESIDENTIAL AREAS Parcel Size Determining Eligible Development: The size of the parcel which shall determine the number of eligible residential units which can be developed on the parcel will be the parcel size and state of development as of January 1, 1990. When a parcel acreage is not evenly divisible by ten (10), allowing for a pro rata density of our (4) units per forty (40) acres, an additional lot may be developed only if the size of the fractional parcel is at least 75 percent of that required for a single or an additional lot. Eligible units per parcel are as follows: Parcel Size Eliaible Units Urban Reserve Area Minimum Lot Size: Ten (10) acres outside the Metropolitan Council approved Metropolitan Urban Service Area (MUSA) and the City's designated urban area with a maximum density of 4 units per 40 acres on a pro rata basis. Rural Transition Area Minimum Lot Size: Two and one-half (2.5) acres in the area between the City's designated urban area and Trott Brook with a maximum density of 4 units per 40 acres on a pro rata basis. Rural Area Minimum Lot Size: Ten (10) acres in the area north of Trott Brook which. are outside of the MWCC District Boundary with a maximum density of 4 units per 40 acres on a pro rata basis. 44
