Paul, MN 55101 <br /> <br />RE: Metropolitan Council Referral File No. 13834-7 <br /> <br />Dear Ms. Voge: <br /> <br />The Metropolitan Waste Control Commission has reviewed the <br />comprehensive plan amendment submitted by the city of Ramsey to <br />expand the Metropolitan Urban Service Area (MUSA). The amendment <br />proposes to add 4,365 acres to the MUSA. <br /> <br />We offer the following comments in regard to our review of this <br />comprehensive plan amendment: <br /> <br />1. The Anoka Wastewater Treatment Plant was phased out of <br />operation in May, 1993. Wastewater flow from the city <br />of Ramsey is conveyed via Metropolitan Interceptors 77- <br />07 and 83-62 to the Champlin-Anoka-Brooklyn Park (CAB) <br />Interceptor for conveyance for treatment to the <br />Metropolitan Wastewater Treatment Plant in st. Paul. <br /> <br />2. Table 17 of the plan amendment projects year 2000 <br />wastewater flows to both the Mississippi River Watershed <br />and the Rum River Watershed. Table 17 projects a year <br />2000 flow for the Mississippi River Watershed of 0.686 <br />million gallons per day (mgd) and a year 2000 wastewater <br />flow for the Rum River Watershed of 0.779 mgd. The <br />total year 2000 wastewater flow for the city based on <br />Table 17 is 1.465 mgd. However, under II. Impact on <br />Regional Systems. of the Information Submission for Major <br />Comprehensive Plan Amendments, a year 2000 flow of 1.160 <br />mgd is shown. Table 22 on page 36 of the plan amendment <br />also shows a year 2000. flow of 1.160 mgd. The <br />discrepancy in the flow forecasts should be clarified. <br /> <br />3. Year 2000 flow forecasts for the city prepared by the <br />Commission and Metropolitan Council in 1992 show a <br />wastewater flow of 0.197 mgd.
