Paul, MN 55101 RE: Metropolitan Council Referral File No. 13834-7 Dear Ms. Voge: The Metropolitan Waste Control Commission has reviewed the comprehensive plan amendment submitted by the city of Ramsey to expand the Metropolitan Urban Service Area (MUSA). The amendment proposes to add 4,365 acres to the MUSA. We offer the following comments in regard to our review of this comprehensive plan amendment: 1. The Anoka Wastewater Treatment Plant was phased out of operation in May, 1993. Wastewater flow from the city of Ramsey is conveyed via Metropolitan Interceptors 77- 07 and 83-62 to the Champlin-Anoka-Brooklyn Park (CAB) Interceptor for conveyance for treatment to the Metropolitan Wastewater Treatment Plant in st. Paul. 2. Table 17 of the plan amendment projects year 2000 wastewater flows to both the Mississippi River Watershed and the Rum River Watershed. Table 17 projects a year 2000 flow for the Mississippi River Watershed of 0.686 million gallons per day (mgd) and a year 2000 wastewater flow for the Rum River Watershed of 0.779 mgd. The total year 2000 wastewater flow for the city based on Table 17 is 1.465 mgd. However, under II. Impact on Regional Systems. of the Information Submission for Major Comprehensive Plan Amendments, a year 2000 flow of 1.160 mgd is shown. Table 22 on page 36 of the plan amendment also shows a year 2000. flow of 1.160 mgd. The discrepancy in the flow forecasts should be clarified. 3. Year 2000 flow forecasts for the city prepared by the Commission and Metropolitan Council in 1992 show a wastewater flow of 0.197 mgd. Metropolitan Interceptors 77-07 and 83-62 have adequate capacity to accommodate the year 2000 flows forecasted by the city. Equal Opportunity/Affirmative Action Employer ~ o
