The city's objectives, policies and strategies for preventing and reducing excessive <br />infiltration and inflow (III) in the local sewer system including the city's requirements and <br />standards for minimizing III in new systems and any program for evaluating and reducing <br />excessive III in the existing system. <br /> <br />4. The city's policy for the use of private wastewater treatment plants. These are private <br />treatment facilities (not individual on-site septic systems) that serve urban-type uses such <br />as individual industries and mobile home parks. The city may prohibit the use of these <br />facilities or indicate the conditions under which the city will allow their use. The <br />conditions for their use should include the protection of surface and groundwater quality, <br />consistency with a Council approved comprehensive plan and the guarantees by the owner <br />of the necessary fmancial requirements for construction and operation. The policy should <br />indicate the responsibility of the city in ensuring that all conditions are met. <br /> <br />This information is critical so that the Council can determine the potential impact of this <br />amendment upon the metropolitan transportation and wastewater systems. <br /> <br />The plan amendment proposes a substantial addition to the MUSA, including lands which are not <br />scheduled for development until after 2000. Please note that MUSA proposals beyond 2000 will <br />not be considered at this time under the Council's Interim Policy For Reviewing Metropolitan <br />Urban Service Area Requests.
