W. <br />Ramsey MN 55303 <br /> <br />RE: Ramsey <br />Comprehensive Plan Amendment, MUSA Expansion <br />Metropolitan Council District 9 <br />Metropolitan Council Referral File No. 13834-7 <br /> <br />Dear Mr. Schroeder: <br /> <br />The Metropolitan Council staff has reviewed the Ramsey comprehensive plan amendment to <br />expand the Metropolitan Urban Service Area (MUSA) received by the Council on October 26, <br />1993. We have determined that the proposed amendment is incomplete for Council review. <br /> <br />The city of Ramsey needs to provide additional information on the impact of the proposal on the <br />metropolitan wastewater and transportation systems. The amendment has the potential to <br />substantially impact the transportation system (specifically State Trunk Highway 10). As you may <br />recall when the Council acted to approve the last 44 acre MUSA request in November of 1992 <br />(Referral File No. 13834-6) it specified that it would not allow the city to place into effect <br />additional MUSA expansions until the joint comprehensive transportation study with Anoka <br />County is completed and all parties have agreed to an implementation schedule. <br /> <br />The amendment submitted has also deleted all reference to aviation/airports from the previous <br />plan; it needs to retain the element on airspace protection and notification of possible obstruction <br />proposals to MnDol <br /> <br />The following itemsghould be added as required by the Wastewater Treatment and Handling <br />Policy Plan. Tier 1 Plan Content Requirements. <br /> <br />1. A map of the service area for each interceptor and the proposed staging through 2010. <br /> <br />2. The projected wastewater flows, number of households and employees for each <br />interceptor for the year 2010. (The plan indicates that these are being prepared and will <br />be submitted separately.) These should be submitted with each plan amendment to <br />determine the long term impact on the metropolitan system. We note that the wastewater <br />flow forecasts for the year 2000 (Table 17) for the Mississippi River and the Rum River <br />watersheds total 1.465 MGD. However, the year 2000 total included on the <br />Comprehensive Plan Amendment Submission Form is 1.16 MGD. Please resolve the <br />inconsistency. <br /> <br />* Recycled Paper <br />
