<br />e <br /> <br />e <br /> <br />(". <br />\~~ <br /> <br />PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Thursday, <br />November 4, 1993 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota to hear input regarding a proposed Comprehensive Plan amendment (MUSA <br />expansion). <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Terry Hendriksen <br />Commissioner Bradley Thorud <br /> <br />City Engineer Steven Jankowski <br />Project Manager James Gromberg <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:35 p.m. <br />PRESENT A TION <br /> <br />Project Manager Gromberg stated that the City has submitted a proposal to the Metropolitan <br />Council to expand the MUSA area a total of 4,365 acres. He noted that over 52 percent of the <br />proposed expansion is not developable due to wetlands or to previously developed property, <br />including landfill property. He explained that the proposal extends the MUSA line out to <br />153rd/155th crosstown arterial. <br /> <br />Mr. Martin, property owner, stated he supported the expansion which would include his property. <br />He felt there could be more commercial development with the expansion. <br /> <br />Commissioner Deemer stated that the Planning and Zoning Commission previously noted that the <br />Transportation Plan, included as Exhibit #11 of the proposed amendment, is in error because it <br />was changed by Staff without ever being brought to a public hearing. <br /> <br />Mr. Gromberg explained that Exhibit #11 (the Transportation Plan) has been a part of the <br />Comprehensive Plan submitted in 1989, 1990, 1992 and 1993. He stated that it was approved by <br />City Council and filed with the Metropolitan Council in each of those years. <br /> <br />Commissioner Deemer stated the City Council did not approve the Transportation Plan. <br /> <br />Mr. Gromberg stated the City Council approved the Comprehensive Plan in which the <br />Transportation Plan is inclusive. <br /> <br />Commissioner Hendriksen objected that there has not been a public hearing regarding the <br />Transportation Plan included as Exhibit #11. <br /> <br />Public Hearing/Planning & Zoning Commission/November 4, 1993 <br />Page 1 of 2 <br />
