<br />e <br /> <br />e <br /> <br />it. <br /> <br />ating the Commission's objections to Exhibit #11 (Transportation Plan), discussed at the public <br />hearing on this matter, City Engineer Jankowski inquired whether the proposed Comprehensive <br />Plan amendment could be submitted without Exhibit #11. <br /> <br />Mr. Gromberg stated that it would be sent back to the City as incomplete. He advised that this <br />proposal was submitted in order to receive consideration under the current guidelines for MUSA <br />expansion. (New guidelines are pending from Metropolitan Council.) He added that otherwise a <br />MUSA expansion might not occur under new guidelines until the year 2010. Mr. Gromberg <br />explained that this proposal was only for an amendment to the MUSA and that an amendment to <br />the Transportation Plan will be submitted by the end of the year. He went on to explain the <br />Metropolitan Council's process of reviewing and accepting/denying the amendment. He advised <br />that there will be many meetings to come to a compromise for expansion. Mr. Gromberg <br />explained the Metropolitan Council's theory for stopping expansion of the outer suburbs, and <br />again stated the importance of submitting the MUSA expansion proposal before the Council <br />amends their guidelines. He added that the Metropolitan Council only has authority over the 7- <br />county area, but not the Minnesota Department of Transportation, and therefore, without the <br />expansion, Elk River will probably experience the growth that Ramsey would be denied. <br /> <br />Commissioner Hendriksen vehemently objected that the Transportation Plan submitted as Exhibit <br />#11 of the Comprehensive Plan Amendment is not the Transportation Plan of the City of Ramsey <br />due to the fact it never received a public hearing. He stated that the Planning and Zoning <br />Commission brought this matter to Staffs attention and again expressed his discontent that the <br />Transportation Plan has not been properly approved. <br /> <br />Mr. Gromberg stated that the City has entered into contracts to change the Transportation Plan. <br /> <br />Commissioner Deemer stated that tonight's public hearing on the Comprehensive Plan Amendment <br />included, in part, the Transportation Plan, so in effect, it received a public hearing. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to direct Staff to <br />produce documents and specific references to changes in the Transportation Plan exhibit of the <br />Comprehensive Plan since 1986. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, <br />Holland, LaDue, Terry, and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve the Comprehensive Plan Amendment with notes to errors in the Transportation <br />Plan. <br /> <br />Amendment by Commissioner Hendriksen and seconded by Commissioner Deemer that the last <br />properly approved Transportation Plan for the aty of Ramsey be included in this document. <br /> <br />Further Discussion: Commissioner Deemer was unsure whether it could be determined when the <br />last one was properly approved. Commissioner Hendriksen stated that the current Exhibit #11 <br />could still be included but entitled as "proposed." <br /> <br />Amendment carried. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Deemer, <br />Holland, LaDue, Terry, and Thorud. Voting No: None. . <br /> <br />Further Discussion: Chairperson Bawden pointed out typographical errors in the document. He <br />also objected to the process of the document being submitted to Metropolitan Council before going <br />through the Planning and Zoning Commission and aty Council.
