e

e

;,

METROPOLITAN COUNCIL
Mears Park Centre, 230 East Fifth Street, St. Paul, Minnesota 55101
.

DATE: December 7, 1993

TO: Robert Davis
cc:Marcel Jouseau

(
FROM: Carl Schenk, Natural Resources

SUBJECf: Ramsey Plan Amendment
Referral File 13834-7

Staff has reviewed the revisions submitted by the city to meet the Council's requirements for
adequacy and determined that some information is still incomplete. . Perhaps we can resolve some
of this by speaking with the city's staff or its consultant. The problems are as follows.

/' The Council's Wastewater Policy Plan requires that communities provide projections for 2000
and 2010 for total employees, households and wastewater flow. On revised Tables 17A and 18A
as submitted by the city, it is not clear whether the total household projections represent the year
2000 or 2010. If these are for 2000, then 2010 projections are missing or vice versa.

~ Again on revised tables 17a and 18a, the "commercial{md. (P.E.)" column - is this projected
employment and for which year? If it is for 2010, then a comparable number for 2000 is needed
or vice versa.

~e proposed flows for 2000 on the revised tables refers to "MGHD". What does the H refer
to?

4. Tables 21 and 22 on page 37 should be revised to reflect the city's projected flows for 2000 on
Revised Table 18A including the figures in the "Contnbuting Acreage" and "Ultimate P.E."
columns in Table 21.

5. The city indicates that its council will be discussing a policy for the management of "communal
systems" in the rural service area in the near future. It is not clear what types of private
wastewater treatment systems will be included in this policy. Also, what is the city's schedule for
adopting this poiicy? If possible, it would be advantageous to review this policy as part of the
plan amendment now before us.
