<br />e <br /> <br />e <br /> <br />DATE: <br />TO: <br />FROM: <br />SUBJECT: <br /> <br />MEMORANDUM <br />March 31, 1994 <br /> <br />Ryan Schroeder, City Administrator t <br />;~ <br />James Gromberg, Economic Development Coordinator II <br /> <br />MUSA Expansion Review Letter <br /> <br />After reviewing Metropolitan Council's letter of March 24, 1994, I have provided the following <br />information to complete our application for the MUSA application: <br /> <br />1) Updated Tables 17 and 18 showing projections of households, employment, and sewage <br />flows for the year 2000,2010, and ultimate flow projections. (Attached) <br /> <br />2) Steve Jankowski and I have reviewed the Ramsey's Comprehensive Sewer Plan to see if a <br />policy for the prevention of inflow or infiltration (III) to the system is addressed. Mter this <br />review, there appears to be no mention of the City's policy on III to the system. We will be <br />developing a City policy to comply with Metropolitan Council's request. <br /> <br />3) It would appear that the City currently does not have requirements for private wastewater <br />treatment facilities other than private septic tank systems. However, ~8.30.04 Subd.8 Item <br />C "Other Systems" should be changed to ~8.30.04 Subd.9 "Other Systems". This section <br />currently states: <br /> <br />Other systems. Where unusual conditions exist, special systems of <br />treatment and disposal, other than those specifically mentioned above, may <br />be employed, provided: <br /> <br />1. Reasonable assurance of performance of such system is presented to <br />the council; <br />2. The engineering design of such system is first approved by the <br />council; <br />3. There is no discharge to the ground surface or to surface waters; <br />4. Treatment and disposal of wastes is in such a manner so as to <br />protect the public health and general welfare; <br />5. Such systems comply with all applicable requirements of these <br />standards and with all local codes and ordinances; <br />6. Design criteria is reported to the agency within one month after <br />installation of the system, where use of such system is allowed by <br />the council; <br />7. Performance of such system be monitored and reported to the <br />agency annually for a period of at least five years after installation, <br />including continual monitoring of water used (see ~8.30.04 <br />Subd.8b). <br /> <br />4) Stephanie Eilers of BRW stated that they would be running the models on Friday, April 1, <br />1994 whether or not Andover has their new information back to BRW. <br /> <br />tjkI <br />
