W. <br />Ramsey, MN 55303 <br /> <br />RE: Ramsey Comprehensive Plan Amendment MUSA Expansion <br />Metropolitan Council District 9 <br />Metropolitan Council Referral File No. 13834-7 <br /> <br />Dear Mr. Gromberg: <br /> <br />I have reviewed your letter of June 22, 1994, directed to Robert Davis of the office of local <br />assistance staff. The letter did not arrive until Monday June 27, 1994. Your letter implies that <br />the review period is underway on the Ramsey MUSA expansion request. <br /> <br />This is not the case. Please refer to the last paragraph of Metropolitan Council Chair Dottie <br />Rietow's letter of November 3, 1993, which states; "The Council cannot act on the proposed <br />amendment until it receives the needed transportation and wastewater information and the review <br />period for the amendment will not begin until the information has been supplied." <br /> <br />As you have indicated in your letter, Carl Ohm of the Council's transportation management <br />technical services unit staff expects, during the next week or so, to complete review of the draft <br />transportation information and, if necessary, meet with BRW, Inc., consultants to Anoka County, <br />on updating the County Transportation Plan. When there is consultant and staff agreement that <br />the draft plan addresses the regional, county and Ramsey transportation issues to be resolved, the <br />plan will go to Anoka County for county action. Once it is approved by the county, the Council <br />can accept the plan as an offici&l transportation pl~"'!~i~g docum~nt for Anoka Count-i. Until Carl <br />Ohm agrees that the Anoka County data and information needed for transportation review is <br />adequate, the Council review will not commence. As of this date, Mr. Ohm has not agreed that <br />the needed transportation information is adequate. <br /> <br />This is a major plan amendment involving over 400 acres of MUSA land change. As soon as the <br />information needed for review is complete, my staff will send you a letter officially commencing <br />the 9O-day review.
