TDD (612) 427-8591 <br /> <br />March 16, 1994 <br /> <br />Mr. Bob Davis <br />Metropolitan Council <br />Mears Park Centre <br />230 East Fifth Street <br />St. Paul, MN 55101 <br /> <br />Dear Mr. Davis: <br /> <br />Recently the City of Ramsey received a listing from the Metropolitan Council of all metropolitan <br />jurisdictions complying with the Metropolitan Council's rural density guidelines (4 in 40). This <br />listing is attached for your review. It is unclear to me as to what this listing states; however, the <br />following seems to be the case: <br /> <br />1) <br />2) <br />3) <br />4) <br /> <br />Ramsey was the first community to achieve compliance. <br />There are many second, third and fourth ring communities not shown on this list. <br />MUSA expansions have been approved in communities not on this list or not listed <br />as "consistent". <br />Certain communities are listed as "InconsistentlException" communities. <br /> <br />Bob, the Ramsey City Council would appreciate clarification of the above. Since passage of the <br />Ramsey ordinance, the City's reply to increased density requests outside of the MUSA has been an <br />unwavering and resounding "no, it does not comply with 4 in 40." Invariably, the retort is <br />something to the effect of why not in Ramsey when the given request would be approved in any <br />number of metro communities. This inequitable situation is a difficult one for any elected body. <br /> <br />At this time, Ramsey respectfully requests your assistance. Please provide a response to the <br />"facts" listed above. We are most interested in the meaning of "exception" community. If you <br />have any questions, please feel free to contact me at 427-1410.
