Schroeder, City Administrator <br />City of Ramsey <br />15153 Nowthen Blvd NW <br />Ramsey MN 55303 <br /> <br />RE: City of Ramsey <br />Comprehensive Plan Amendment, MUSA Expansion <br />Metropolitan Council District No. 9 <br />Metropolitan Council Referral File No. 13834-7 <br /> <br />Dear Mr. Schroeder: <br /> <br />The Metropolitan Council staff has reviewed the city's plan amendment received by the Council <br />on March 15, 1994. We have determined that the proposed amendment is incomplete for Council <br />review. <br /> <br />The city has provided much of the information required by the Council in its letter dated <br />November 3, 1993. However, some of the information required to complete the review is still <br />missing. Sections of the Tier 1 requirements for local sewer plans as stated in the Council's <br />Wastewater Treatment and Handling Policy Plan are required as follows: <br /> <br />1. Include employment projections for the years 2000 and 2010 for each of the interceptor <br />service areas (tables 17A and 17B). Also, clarify what the household totals for each <br />service area represent, for example, whether they represent projections. Based on the <br />household size stated in the tables, it is not clear whether these projections represent the <br />totals for 2000 and 2010. <br /> <br />2. Provide information regarding the city's objectives, policies and strategies for preventing or <br />reducing excessive inflow and infiltration (III) in the local sewer system. Include the city's <br />requirements and standards for minimizing III in new systems and any programs for <br />evaluating and reducing excessive III in the existing system. <br /> <br />3. Provide information regarding the city's policy for use of private wastewater treatment <br />plants. These are private treatment facilities, not on-site septic systems, and serve urban <br />uses such as individual industries or mobile home parks. The city may prohibit the use of <br />these facilities, or indicate the conditions under whtch the city allows their use. The <br />conditions for their use should include the protection of surface and groundwater quality, <br />consistency with a Council approved comprehensive plan and guarantees by the owner of <br />the necessary financial requirements for construction and operation.
