The proposed MUSA landls generally located to tbe <br />north and weat of current urban service area. See attachments 1 and' 2. The Ramsey amendment <br />would result in 442 net developable acres being added to the current urban service area, 311 acres <br />of which would be for low density residential uses providing approximately 933 lots. The area <br />being added to the MUSA already c:ontains a substantial number of scattered residential <br />dwellings, several parka, an elemenlary s~bool, the closed Ramsey landfill and the abandoned <br />Gateway airport. The area is planned to accommodate a substantial share of the 1,800 new <br />households and 609 additional jobs forecast between 1990 and 2000. <br /> <br />REGIONAL POLICY ISSUES <br /> <br />Ramsey's proposal is a major addition to the urban service area which will satisfy the city's needs <br />through 2000. Urban development proposed for the MUSA addition includes areas zoned for <br />single and multiple family residential, business and industrial uses. <br /> <br />Currently there are over 4,100 households in the city. Less than 10 percent of these households <br />are located within the current MUSA and receive municipal sanitary sewer service. The <br />remaining 3,600+ households are served by individual on.site septic systems most of which are not <br />planned to receive municipal sewer service. While the city did change its rural development <br />policy in 1990 to preclude further development at densities in excess of four units per 40 acres, <br />there are a signIfIcant number of lots of record in the city's rural and rUfal transition areas that <br />will develop at higher density. <br /> <br />Council staff is concerned about city reliance on self-inspections by citizens for solids removal and <br />total on.site system integrity.
