The city of Ramsey cooperated with Anaka County in a tnUlsportlltion analysis <br />study completed in October 1994. The transportation analysis found that the forecasted. growth <br />for 2005 in Anoka County communities can be accommodated by the metropolitan highway <br />system, but only if a number of capacity enhancements are made to city, county and slate <br />highways (see table 2 attached). These facilities serve a large area of Anoka County llnd provide <br />alternatives to using metropolitan highways. Anaka County and the city of Ramsey have mutually <br />a&rced throulh this review process to carry out these improvements 8$ development occurs to <br />preserve the capacity of the Metropolitan Highway System. <br /> <br />Ramsey haa a considerably higher percentage of single family housing than is forecast by the <br />Council. The 1990 Census indicated that the median value of Ramsey housing was $87,200, <br />somewhat lower than the $88,900 for the metropolitan area. Only four percent of the housing <br />units in Ramsey would meet the definition of low Income housing. 'The city may want to consider <br />cluster planning opportunities, or the creation of policies and land development ordinances to <br />encourage development of diverse types of housing in a range of costs, as well as the designation <br />of a portion of their proposed expansion area to multifamily opportunities. The proposed <br />Ramsey plan amendment is not consistent with Council housing pol"-'Y' The Council would like to <br />nCJOtiate with the city of Ramsey to develop an acceptable housing plan cl~ment to implement <br />the Councirs regional policies for diversity of housing type and cost. <br /> <br />RECOMMENDATIONS <br /> <br />. <br />That the Metropolitan Council: <br /> <br />1. Adopt the staff report and findings as part of these recommendations: <br /> <br />2. Inform the city of Ramsey that pursuant to the Metropolitan Land Planning Act <br />(Minnesota Statutes Sec. 473.175, Subd. 1), before it can put the plan amendment into <br />effect it must agree to, within nine months of linal Council action on this document, <br />incorporate post-installation inspection and maintenance within the city's on-aite ordinance <br />and sewage system management program. The requirement would entail biennial <br />inspections, at a minimum, of each on-site system in the city to verify its continued proper <br />operation and need for solids removal. Inspections must be carried out by an inspector <br />certified by the MPCA, and licensed by the city and/or county. The city's program Is <br />expected to include the keeping of permit records, licensing, correction or existing system <br />problema and training of personnel as outlined in the Council', Policy Plan. <br /> <br />J <br />
