In the meantime, Ramsey is expected to fonow existing Council housing policies. The following <br />poUclca in particular apply: <br /> <br />rol~ 10 Bach city has a responsibility to plan for a variety of typea and costa of <br />housing to meet the needs of people of all ages and income levels. <br /> <br />polley 17 Alternative housing types at affordable prices should be provided <br />throulhout the area but especially in developing communities that currently have mainly <br />singlo family homes. <br /> <br />The proposed Ramsey plan amendment is not consistent with Council housing policy. <br /> <br />Coundlstaff proposes to work with the city of Ramsey to negotiate an acceptable regional plan <br />designed to implement the Council"s regional policies providing for diversity of housing type and <br />cost. <br /> <br />Aviation (Chauncey Case) <br /> <br />The city of Ramsey comprehensive plan has correctly removed all references to the former <br />Gateway airport which has been abandoned. However, the city Is still part of the region'. general <br />airspace which needs to be protected from potentia) obstructions to air navigation. <br /> <br />The Aviation chapter of the Metropolitan Development Guide (MOD) included policies and text <br />on protection of the region's airspace resource. The airspace policies support the need to Include <br />both Federal and State safety standards, which must be a major consideration in the planning, <br />desiaD, maintenan<:e and operation of air transportaLion facilities and services. <br /> <br />A community has B responsibility to include airspace protection in its comprehensive plan. There <br />are three types of communities involved in airspace protection: <br /> <br />. Communities without any aviation faclUty within its Brea (Romsey)j <br />. Communities partially within an airport zoning district; and, <br />. Communities within which an airport is located. <br /> <br />Communities without any aviation facility within its jurisdiction are affected by requirements to <br />protect the region's eeneral airspace. Under Minnesota Statutes 360, the state regulates the <br />hci&ht of structures; and they are defined and enforced under Aeronautics Rules and Regulations <br />8800.1200 Criteria for Determlmna Air Navigation ObstrucUons. <br /> <br />Subpllragraph 4 identifies gencral aviation airspace obstructions; item B sta~ <br />"objects more than 200 feet above the ground or more than 200 feet above the established <br />airport elevation, whichever gives the higher elevation, within three nautical miles of the <br />nearest runway of an airport, and increasing in height in the proportion or 100 feet for <br />each additional nautical mile of distance from the airport but not exceeding SOO feet <br />above ground", is a gcneral obstruction. <br /> <br />11 <br />
