DEC-01-'g4 THU 0g:Z0 ID:METROPOLIT~N COUNCIL TEL NO:61Z/Zg1-6550

l:ngz P13

. .
, ,

e

e

All communities affected by general airspace s~ould include local codes/ordinances to control the
height of structures, especially when conditional use permits would apply. These local controls
should include a notification to MnDOT as defined under these criteria and repeated as follows:

NOtJlkatJoDI Any sponsor who proposes any construction or alteration that would exceed
a height of 200 feet above ground level at the site, or any construction or alteration of
greater height than an Imaginal}' surface extending upward and outward at a slope of
100:1 from the neareat point of tbe nearest runway of a public airport shall notify the
commissioner at least 30. days in advance.

This local reporting is in addition to any Federal permittingreview process (FAA Form 7460.8)
inwlving a sponsor/proposal.

The city of Ramsey Indicated during the plan amendment review that il will consider an ordinance
incorporating this lanauage and that the ordinance is expected to be adopted in January, 199.5.

RecreatlOD OpeD Space (Arne Stefferud)
There are no Park and Recreation System impacts created by the proposed MUSA expansion

FINDINGS AND CONCLUSIONS

1. The proposed amendment is consistent with Council Corecasts and Blueprint policy.

2. When and if reuse plans are developed for the closed Ramsey landf1l1 and the abandoned
Gateway airport properties they should be submitted to the Council for review and
comment relative to Blueprint policy and the MUSA land supply. This will increase the
amount of developable land in the MUSA

3. Sufficient capacity exists In each of the metropolitan InterceptoR providing service to the
cfty of Ramsey to accommodate all of the ciLy's planned growth through 2010.

4. Over 90 percent of the current estimated total of 4,100 households in the city of Ramsey
are served by individual on-site septic systems.

5. The city of Ramsey does not have as a component of its local on-site system management
program, a required post.inStalJation inspection program by MPCA.certified personnel to
insure proper maintenance Is performed and adequate groundwater protection is
maintained.

6. TH 10 and m 169 that serve the city of Ramsey and Anoka County are congested
metropolitan hi&hways.

7. The region and state are committed to provide added capacity to TH 169 and TII 10.

8. The ADoka County analysis has concluded that development to 2005 in ADoka County can
be accommodated, but only with capacity enhancements to a number of city, county and

12
