In addition to tax supported budgets,_ the Park Commission <br />should institute an aggressive program to encourage corporate <br />and public contributions along with project oriented commitments <br />from the various service organizations. <br />19. As called for by the Mississippi River Critical Area Designa- <br />tion, a continuous trail will be provided along the Mississippi <br />River for pedestrian and bicycle use. Where direct access is <br />not possible, existing streets will be used as part of the <br />trail system and identified with signs. The proposed trail <br />is shown in the Ramsey Mississippi River Critical Area Plan. <br />OBJECTIVES The City's present policy toward acquiring public open space, <br />playgrounds and parks is to require developers to dedicate ten <br />percent of their subdivided property for parks and open space, <br />or ten percent of the cash value for the subdivided land in lieu <br />of park land. Since there is no precise location of parks in any <br />comprehensive plan, there is a tendency for the park dedication <br />to be of inadequate size, of marginal use, poorly located, or too <br />costly to develop at this time. The City should consider having <br />a referendum to determine the general public's willingness to <br />sell bonds for the development of parks. <br />This study then has the following objectives: <br />1. To develop planning principles and standards to guide the <br />Park Board, Planning and Zoning Commission and the City <br />Council with future development of park and recreation <br />facilities. <br />2. To evaluate all existing park and playground sites in rela- <br />tion to their assets and liabilities for serving their <br />assigned functions and to make recommendations for changes. <br />3. To determine the amount of park and recreation space which <br />would more fully serve the majority of community based on <br />population projections and updated recreational standards. <br />4. The selection of specific sites for park and recreation <br />functions, based on present and future needs. These sites <br />shall reflect available services, adequate size and appro- <br />priate location for projected recreational activities. <br />5. To determine, on a priority basis, the need for specific <br />park facilities. <br />6. To cooperate with all units of government in planning for <br />facilities which are complementary to each other. <br />7.
