and location of park land shall be reached by agreement <br />between developers and the City. The City should not <br />accept parcels of land that are unsuitable for that <br />specific neighborhood park development. <br />9. The Park and Recreation Commission should review all <br />preliminary plats and recommend changes in the location <br />of park spaces with respect to the guidelines set forth in <br />the comprehensive plan before the plat is formally approved. <br />10. If feasible, all tax forfeited land and state trust land <br />should be acquired for park use. If, after acquiring <br />this land, it becomes unfeasible to use it as park land, <br />it may be sold at fair market value and the proceeds <br />deposited into the park account. <br />11. When the City is fully developed, parks and playgrounds <br />should be equally distributed throughout the community. <br />Recreational facilities should be developed to accommodate <br />those already populated areas of the City. Future acqui- <br />sition and development will logically follow planned <br />development. <br />12. No person should cross a major transportation route to <br />gain access to the park, unless the route is properly <br />controlled. <br />13. Develop a Park and Open Space System that meets the <br />seasonal recreational needs of all age groups. <br />14. Since Ramsey is part of the metro area, its residents <br />are not confined to the corporate limits of the City <br />and therefore should take advantage of district and reg- <br />ional recreational facilities. Likewise it can be <br />assumed that some local facilities will be used by non- <br />residents. <br />15. To a practical extent, the Planning and Zoning Commission <br />should adhere to the policies of land acquisition, parks <br />and open spaces and trailways (greenbelts, waterways, <br />bike trails, hiking trails, ski trails, snowmobile trails, <br />walkways, etc.) as recommended by the Park and Recreation <br />Commission. <br />16. All Parks and Open Space areas should be comprehensively <br />design with appropriate high quality amenities, boundary <br />marker /buffers and be made easily identifiable and accessi- <br />ble. <br />17. The City should accept the park lands as a major part <br />of the City's service infrastructure. In line with this <br />an adequate maintenance budget and program budget should <br />be allocated from the general funds. <br />78 <br />
