GOALS <br />D. PARKS AND OPEN SPACE ELEMENT' <br />In 1977, the City of Ramsey developed a Comprehensive Park <br />and Open Space Plan which was updated in 1980. The following <br />is an overview of the park plan, which includes the goals, <br />objectives, park projects proposed for the next five years <br />and trails. The complete Comprehensive Park Plan is in- <br />cluded in the appendix. <br />1. A long range Capital Improvement Budget and Program (CIP) <br />should be developed to provide efficient use of park land <br />to meet the expanding needs of the people. <br />2. Recreation facilities should be designed to be flexible <br />to meet the changing needs of the people, especially <br />at neighborhood levels. <br />3. Planning for park development, land acquisition and <br />programs should be coordinated with adjacent communi- <br />ties, the school district, the County, the State, the <br />Department of Natural Resources and other governmental <br />bodies. <br />4. Parks and Open Space should be developed and improved <br />to take maximum advantage of natural features such as. <br />Lake Itasca, Sunfish Lake, Trott and Ford Brooks and <br />natural drainage areas. <br />5. Great effort should be made to preserve land on both sides <br />of Trott and Fork Brooks to link a major trail system <br />- across the City which could eventually tie in with the <br />Rum River Central Park in the northeast corner of <br />the City. Consideration should be given to implementing <br />this through selected acquisitions, trail easements, <br />and scenic easements. <br />6. All community parks should extend to street lines and <br />not abut residential property. This is for the safety <br />and protection of the user and adjacent property owner. <br />Whenever possible neighborhood parks should extend <br />to street lines also. <br />Presently, emphasis should be placed on appropriate <br />land acquisition. Development will then follow on a <br />priority basis. <br />8. Developers should dedicate 10 percent of subdivided <br />land or in lieu of that provide 10 percent cash value <br />of undeveloped land. This cash is to be deposited in <br />an interest bearing account specifically for park land <br />acquisition or for park development. The desired. size <br />77 <br />
