Goals <br />Policies <br />PUBLIC FACILITIES GOALS _ AND POLICIES <br />A. TRANSPORTATION ELEMENT <br />Provide a better system of collector roads to accommodate <br />increased traffic in Ramsey. <br />Minimize safety hazards on some roads and intersections. <br />Design roads and bridges to be sensitive to other concerns <br />such as environment and recreation. <br />Encourage residents to conserve energy by car or vanpooling. <br />The City will provide east -west and north -south collectors <br />at approximately one mile intervals or less. <br />The City will initiate <br />constructing a service <br />existing development. <br />access onto TH 10 from <br />arterial <br />minor arterial <br />collector <br />local <br />86 <br />a study with Mn /DOT for planning and <br />road along TH 10 where there is <br />The City will also prohibit direct <br />new developments. <br />Where possible, the City will acquire the right -of <br />ways for proposed collector streets at the time of <br />platting, rather than prior to development. <br />4) The City will prohibit access from residential lots to <br />collector streets and arterials. <br />5) All road construction requiring bridges shall allow <br />enough clearance for trails to pass beneath them. <br />6) Roadways shall be designed to minimize negative environ- <br />mental impact and avoid sensitive areas where possible. <br />7) The installation of signals along TH 10 will be coordinated <br />to accompany other street improvements through the capital <br />improvement program. <br />8) The City will adopt the following road standards: <br />R/W Width <br />100' -300! <br />80' -100' <br />80' <br />66' <br />The City will not require road improvement requirements <br />for urban areas which are scheduled for sewer and water <br />within 5 years, if the developer provides an escrow <br />for the improvements-. <br />
