The image a community creates can partially be generated through its <br />public facilities. These facilities can generate a progressive, effi- <br />cient and attractive city; or lack of well designed and maintained <br />facilities can generate a community offering little or no incentive to <br />live or work in. Because of large undeveloped areas and large natural <br />environmental areas, it is very evident that Ramsey has the potential <br />for developing a functional and attractive park system. The goal of <br />the Park and Open Space system should therefore be to develop this system <br />which provides seasonal outdoor public recreational areas for the various <br />age and interests of the Ramsey citizen. The purpose of developing a <br />plan for the Park and Open Space system is to provide a guide for imple- <br />menting the development proposals. <br />
