OBJECTIVES <br />The City's present policy toward acquiring public open space, play - <br />grounds and parks is to require developers to dedicate ten percent of <br />their subdivided property for parks and open space, or ten percent <br />of the cash value for the subdivided land in lieu of park land. Since <br />there is no precise location of parks in any comprehensive plan, there is <br />a tendency for the park dedication to be of inadequate size, of marginal <br />use, poorly located, or too costly to develop at this time. The City <br />should consider having a referendum to determine the general public's <br />willingness to sell bonds for the development of parks. <br />This study then has the following objectives: <br />1. To develop planning principles and standards to guide the Park Board, <br />Planning and Zoning Commission and the City Council with future <br />development of park and recreation facilities. <br />2 . To evaluate all existing park and playground sites in relation to <br />their assets and liabilities for serving their assigned functions <br />and to make recommendations for changes. <br />3. To determine the amount of park and recreation space which would <br />more fully serve the majority of community based on population <br />projections and updated recreational standards. <br />The selection of specific sites for park and recreation functions, <br />based on present and future needs. These sites shall reflect avail- <br />able services, adequate size and appropriate location for projected <br />recreational activities. <br />To determine, on a priority basis, the need for specific park <br />facilities. <br />6. To cooperate with all units of government in planning for facilities <br />which are complementary to each other. <br />7 . To develop a 5 -year Capital Improvements Program (CIP) based on <br />existing budget information, projected user needs, and available <br />funding sources. <br />
