Allocation - Regional long -term housing allocations made by <br />the Metropolitan Council for individual communities are <br />aimed at apportioning a fair share of low and moderate in- <br />come housing to each community over the next 10 years. The <br />system for calculating the fair share of a community's <br />housing responsibilities centers on three conditions: <br />1) forecasted household growth <br />2) existing multi- family units <br />3) pre-1940. multi-family units <br />Reflecting Ramsey's position in the regional Development <br />Framework established by the Metropolitan Council, it has <br />no allocations for low- and - moderate income subsidized units. <br />Ramsey is, however, expected to plan for adequate modest - <br />cost units to meet projected local and regional demand. <br />Performance - Receipt of state and federal funds often <br />hinges on local housing performance. Local requests for <br />the U.S. Department of the Interior's Land and Water Con - <br />servation Funds (LAWCON) are reviewed by the Metropolitan <br />Council under their A -95 review process. Ramsey may apply <br />for up to $150,000 worth of LAWCON funds per year. The <br />proposal ranking system is in part based on the applicant's <br />efforts to provide low- and - moderate income housing. Simi- <br />larly, the U.S. Department of Housing and Urban Development <br />(HUD) will only give out Community Development Block Grants. <br />funds (CDBG) to communities whose Housing Assistance Pro - <br />grams are consistent with metropolitan plans and goals. <br />From a regional perspective, it is important for all <br />communities to discuss their housing needs. At present, <br />there are over 700,000 households in the Twin Cities Met- <br />ropolitan Area. Of these, 72,690 units, or more than 10 %, <br />contain low- and - moderate income persons or families who <br />are "inadequately, housed ". Inadequately housed is defined <br />as: <br />1) Renter Households - Households paying more <br />than 25 percent of income for rent; or living <br />in a unit lacking some or all plumbing facilities; <br />or with more than 1.25 persons per room. <br />Owner Households - Households lacking plumbing; <br />or with more than 1.25 persons per room, or <br />built before 1939 and valued at less than $10,000 <br />in 1970. <br />
