The agency which forecasts regional housing needs is the <br />Metropolitan Council, and it has projected a need for 100,000 <br />new subsidized housing units over the next 10 years. Each <br />year 10,000 new units are needed, but this area receives only <br />4,000 federally- subsidized units. Thus, the Metropolitan <br />Council is attempting to encourage all communities to re- <br />spond to this need through their housing plans. Suburban <br />areas are especially encouraged to assess their ability to <br />accommodate additional subsidized units, since in 1971 90% <br />of all subsidized housing and most of the lower-priced, <br />nonsubsidized housing was located in Minneapolis - St. Paul. <br />With a portion of Ramsey projected to be part of the Urban <br />Service Area, the City will be required to provide housing <br />for a range of income levels and life- styles. This would <br />also imply, then, a variety of housing types. <br />As described above, the Metropolitan Council has assessed <br />the current housing situation and defined local responsi- <br />bilities. There are three m an areas of concern in provid- <br />ing regional housing which each community is to respond <br />to. They are: <br />1) low- and - moderate income housing <br />2) modest -cost housing <br />3) maintenance and rehabilitation of existing <br />housing stock <br />The first concern is housing that is affordable to low - <br />and- moderate income persons. This housing should cost no <br />more than 22 times the purchaser's annual income. To <br />qualify as a low -or- moderate income person, your yearly in- <br />come can be no more than $19,400. Therefore, low -and- <br />moderate income housing can cost no more than 22 times <br />that, or $48,500 per unit. <br />The second concern is modest -cost housing or housing afford- <br />able to persons earning $25,123 or less per year, and costing <br />$63,000 or less per unit. The chart below breaks income <br />groups according to family size. All those income groups <br />to the left of the line would qualify for modest -cost housing. <br />
