The Metropolitan Council has dealt with the issue of esta- <br />blishing both an urban and rural service area in the <br />Development Framework Chapter of the Development Guide. <br />.Much of Ramsey has been classified as a General Rural Use <br />Area, and this means that no urban services, including <br />sewer, will be available to this area. Within these rural <br />areas of the Twin Cities Seven County Area, the Metropolitan <br />Council suggests a range in densities of one unit per 10 <br />acres to one per 40 acres. Lot size requirements are not <br />stated in absolute terms (unlike the state programs which <br />follow), however, if densities exceed one unit per 10 acres, <br />the Water Quality Chapter of the Development Guide states <br />that more stringent programs covering operation, maintenance, <br />and post- installation inspection for private sewer systems <br />will be expected. A more detailed discussion of specific <br />requirements related to on - site systems is included in the <br />Public Facilities Section. <br />In addition to the Development Framework, there are, the <br />above - mentioned Municipal Shoreland Regulations, the <br />Critical Areas Requirements, and the Wild and Scenic Rec- <br />reational River Standards. Although they are discussed in <br />detail in the Critical Area Plan, they are also listed <br />here because of their important implications for local land <br />use standards. <br />State legislation was adopted to lessen the impact of un- <br />controlled development along shoreland areas by setting <br />some minimum protective standards. The DNR's (Department <br />of Natural Resources) Municipal Shoreland Regulations sets <br />minimum development standards for all shoreland development. <br />Within Ramsey all lakes have been classified as Natural <br />Environment and the Trott and Ford Brooks have been desig- <br />nated General Development.
