Commercial <br />Land Use <br />• Locational Criteria: - Must abut and have reasonably <br />direct access to minor, inter- <br />mediate, and principal arterials. <br />- Must be situated on the fringes of <br />neighborhoods and in some cases <br />on the fringes of sub - neighborhoods. <br />- Near large public open space. <br />- Near neighborhood shopping facilities. <br />- Sites where natural characteristics <br />would make development of a lower <br />density unfeasible. <br />- Near the periphery of the CBD so <br />that people may walk to work. <br />. Facilities: - Local private,recreational facilities <br />provided by the developer during <br />the first stage of occupancy, <br />neighborhood park and playgrounds <br />for general neighborhood use should <br />be provided at acceptable ratios <br />of residence to land area. <br />Rezone much of the commercial land in the vicinity of <br />TH 47 and Nowthen Boulevard for multiple- family housing <br />with commercial allowed in those areas only as part of a <br />Planned Unit Development. <br />2) Pull back the commercial zone from the Mississippi River, <br />as suggested during the Critical Area planning process. <br />Provide for neighborhood convenience centers in the trans- <br />itional and rural areas. Additional neighborhood centers, <br />beyond what is shown on the proposed zoning map, should <br />be accommodated only as part of a PUD. <br />4) Adopt three commercial land use categories which distin- <br />guish between two types of shopping centers (IJB and UB -C), <br />and highway oriented business uses (B -1). The reason for <br />doing this is to identify where these specific activities <br />should occur in the community, <br />a) Commercial Retail - Shopping Center <br />It is expected that most retail facilities developed in <br />Ramsey will be of the Shopping Center type. Of the three <br />generally accepted classifications of Shopping Centers - <br />neighborhood, community and regional - it is likely that <br />only the smaller neighborhood types will be developed in <br />Ramsey. The shopping center is a response to our increased <br />use of automobiles and the inefficiencies of the tradi- <br />tional "Downtown Business District ".
