2. Public Utilities (Sewer and Water) Element - (a) a des- <br />cription, designation, and scheduling of areas served <br />or to be served by public sewer and water systems, <br />(b) conditions under which the installation of private <br />sewer systems will be permitted <br />3. Parks and Open Space Element specifically, a descrip- <br />tion, designation, and scheduling of improvements to <br />existing and proposed parks and recreational open space <br />within the jurisdiction <br />IMPLEMENTATION SECTION (III) <br />In an effort to achieve the land use pattern and public <br />facilities infrastructure defined above, the community <br />should outline a specific plan of action to accomplish <br />it. Goals and policies already decided upon will become <br />realized if this section can offer: <br />1. Controls - describing necessary ordinances re- <br />garding zoning and subdivision regulations, and <br />a schedule for their preparation, adoption, and <br />administration <br />2. Capital Improvements Program - a schedule of <br />needed improvements for transportation, sewers <br />and water, parks and open space facilities <br />3. Housing Implementation Program - which includes <br />controls to implement the housing element of the <br />land use plan, describing how the plan will be <br />accomplished <br />
