slowed down in the past three to five years. For the five , <br />year period ending in 1980, the rate of growth was 7.4 per— <br />cent. Presently, the Metropolitan Council is projecting a <br />1990 population of 13,900 for Ramsey, which is a 3.2 percent <br />growth rate per year. This is somewhat less than Ramsey's <br />projection of 4.2 percent or a 1990 population of 15,225. <br />Planning for sewer in Ramsey and surrounding communities has <br />been a much discussed topic. The discussion has involved the <br />future of the Anoka Waste Water Treatment Plant and the pos— <br />sibility of either serving Ramsey with an interceptor sewer <br />line through Anoka, Champlin, and Brooklyn Park or expanding <br />the Anoka plant. Although a final recommendation has not been <br />made, present plans seem to indicate the following: <br />1) CAB (Champlin, Anoka, Brooklyn Park) interceptor — The <br />CAB interceptor may not be constructed as originally <br />scheduled. The original plan recommended extending the <br />CAB interceptor line through northern Brooklyn Park <br />through Champlin and across the Mississippi to Anoka. <br />Because of downstream constructions in the interceptor <br />line, and overloaded lift stations, the Anoka portion of <br />the CAB interceptor will be constructed first, and this <br />flow will be diverted to the Anoka treatment plant. The <br />existing sewered area of Champlin will continue to go to <br />the Anoka treatment plant until the CAB interceptor is <br />extended through Brooklyn Park. <br />2) Anoka treatment plant — There has been considerable dis— <br />cussion about the future of the Anoka treatment plant. <br />Discussion has ranged from phasing the plant out of exis— <br />tence, to expanding the facilities to handle increased <br />flow. Although a final decision has not been made, it <br />appears that Anoka and Ramsey will continue to use the <br />plant until it reaches its design capacity. As was men— <br />tioned previously, it is hoped that by that time, various <br />downstream constructions will be resolved regarding un— <br />dersized interceptors and overload lift stations between <br />Anoka and the Metropolitan Wastewater Treatment Plant <br />allowing for the phase out of the A.W.T.P. <br />WASTE Ramsey's goals for development are dependent upon sewer <br />MANAGEMENT service being available to the city to allow for orderly <br />b. Goals & Needs and planned development. It is Ramsey's primary goal to <br />expand and develop the industrial /commercial area along <br />State Trunk Highway 10 to provide a strong tax base for <br />the City. <br />It is projected that by 1990 the commercial /industrial <br />sewered population equivalent (P.E.) in the Mississippi <br />River Watershed will be 2,840.
