for industrial or commercial structures. If 1,978 new <br />housing units as projected are constructed by 1990 it is <br />estimated that at least 200 new commercial and industrial <br />permits will be issued. At an average population equiva- <br />lence of 10.6 per permit, the proposed additional in- <br />dustrial /commercial P.E. will be 2,120. This figure may <br />be low since the lowest P.E. /permit is estimated to be <br />10, while one industry which is presently planning on . <br />moving to Ramsey would require a building with 30,000 <br />square feet and would provide 200 jobs. <br />To obtain this goal the City must also provide low /modest <br />cost housing for the employees to fill the jobs created <br />by the industrial /commercial growth. <br />The City of Ramsey is planning for its commercial/ <br />industrial growth along S.T.H. 10 and its residential <br />growth along the Rum River as shown on proposed zoning <br />map (Map 10). Reasons for keeping the residential growth <br />separated from the industrial growth are as follows: <br />1) The topography along the Rum River and within the <br />Rum River Watershed is rolling and wooded which <br />makes it more conducive to residential development. <br />2) Residential development is not compatible to in- <br />dustrial development and should be separated. <br />3) Residential development would not be subjected to <br />the noise created by rail traffic, S.T.H. 10 traffic <br />and the air traffic from the airport if it were lo- <br />cated in the Rum River Watershed. <br />4) Current zoning does not provide for residential <br />growth along S.T.H. 10 other than for that directly <br />adjacent to the Mississippi River (see Map 10). <br />With the planned separation of the commercial /industrial <br />from residential development the need for the second <br />sewer connection is critical if Ramsey is to attain its <br />development goals. <br />Presently the City of Ramsey is projecting an average <br />growth of 4.2 percent per year over the next decade, pro- <br />vided the second sewer connection is constructed in the <br />near future. This growth of 4.2 percent per year is <br />somewhat higher than the Metropolitan Council's projec- <br />tion of 3.2 percent per year for the following reasons: <br />1) In 1978, the City of Ramsey adopted a City Code, <br />which placed more stringent regulations on subdivi- <br />sions without municipal utilities. <br />70b <br />9 -114 -81 <br />1 -7 -82 <br />4 -1 -82 <br />
