Plan for <br />Unsewered <br />Areas <br />Ramsey must wait for final resolution of the CAB interceptor . <br />sewer line issue before any sewer construction can be considered <br />within the City. At the present time, the City of Ramsey's on <br />site sewage system standards meet or exceed state standards. The <br />City will continue to maintain its existing program to avoid any <br />future pollution problems. <br />However, the City of Ramsey is in the process of planning for <br />municipal sewer as outlined in this plan. The City has also <br />recently completed a comprehensive water study and is planning <br />on installing a water system concurrently with the sewer system. <br />As shown on Tables 17 and 18, the projected sewer flows for the <br />Rum River Watershed and the Mississippi River Watershed are <br />0.328 MGD and 0.242 MGD respectively. <br />To achieve their development goals, Ramsey has passed a <br />resolution requesting that the Metropolitan Council amend their <br />208 Water Quality Plan to include construction of the second <br />Ramsey connection by 1984. <br />To keep the development within the sewered area, Ramsey has or <br />will adopt the following policies: <br />1) Sewer extensions will not be allowed until 50% of the land <br />presently sewered is developed. Exceptions to this policy <br />are if the developer agrees to finance all trunk oversizing <br />costs, he will be allowed to develop. <br />2) The city will pick up oversizing costs on an interim basis <br />until sewer is extended. This will provide the opportunity <br />for those areas with sewer and water to develop their property <br />so they can afford to pay their assessments. It will also <br />help to minimize leapfrog development. <br />3) Limit all residential development outside the 1990 urban area <br />to densities no greater than one per ten acres. <br />To provide and maintain wastewater disposal systems, the City of <br />Ramsey has adopted on -site sewage system standards which meet or <br />exceed the standards of the Minnesota Pollution Control Agency. <br />These standards were adopted to preserve the water quality within <br />the existing one acre and two and one -half acre development zones <br />within the City. <br />Following are descriptions of how Ramsey's regulations address <br />the Metropolitan Council's 208 Water Quality Plan procedure 10 <br />requirements for on -site systems: <br />1) City Code Article 150.01 Sewage Disposal Systems (see Appendix <br />C) covers the design and requirement relating to all systems <br />that may be installed in Ramsey. <br />71 <br />7 -9 -81 <br />9 -16 -81 <br />9 -28 - 81 <br />10 -13 -81 <br />1 -7 -82 <br />4 -2 -82 <br />8 -18 -82 <br />
