• <br />8.3) Article 150.016 of the City Code requires and gives the <br />Plumbing Inspector authority to inspect on -site systems <br />following proper notice. <br />8.4) Article 150.018B of the City Code requires that the Plumbing <br />Inspector inspect all systems reported as improperly con - <br />structed. <br />8.5) Article 150.018D of the City Code allows the City to levy <br />special assessments against properties for repair costs of <br />on -site systems. <br />8.6) Article 150.0110 of the City Code provides for appeals of the <br />Plumbing Inspector's decision in regard to provisions of the <br />Sewage Disposal Systems Code. <br />8.7) Article 150.0110 of the City Code allows the City Council to <br />grant variances to the Code. <br />City Code 170.04 Soils adopts the Anoka County Soils Survey as <br />a guide to establishing land classifications as being acceptable <br />for on -site systems. The soils code also requires that 25% of <br />the lot area be contiguous Class I land. Class I land is land <br />on which the water table remains greater than six (6) feet <br />below the surface through the year and the soil is moderately <br />permeable with slopes not exceeding 12 percent or the soil is <br />rapidly permeable with slopes not exceeding 18 percent. <br />Design As indicated on Tables 13 and 14, the proposed sewer flows are based <br />Standards for on an average flow of 75 gallons per population equivalent per day. <br />Proposed This is slightly higher than the 70 gallons per capita per day for <br />Sewered sewer Plan III as discussed on page 25 of Appendix C. However, with <br />Areas the elimination of public lands and wetlands, the net effect on <br />sewer -Plan III results in additional sewer capacity which is proposed <br />to be allocated to the presently developed rural areas. <br />Therefore, the proposed trunk sewer sizes listed in Figure III on <br />pages 44 and 45 of Appendix C will be utilized in the construction <br />of trunk sewer system for the City of Ramsey. <br />Construction of all sewers within the City of Ramsey will be limited <br />to a maximum infiltration /inflow rate of 100 gallons per inch diameter <br />per mile of pipe. <br />f. Solid To provide and maintain a sanitary disposal system of solid waste, <br />Waste Ramsey has adopted a public nuisance ordinance, which calls for the <br />Management sanitary disposal of solid waste.
