5) City Code Article 150.018 Health Hazards covers remedial action and measures to identify systems creating nuisances .° or health'hazards. 5.1) City Code Article 150.018D gives the City the right to repair any system creating a health hazard. 5.2) City sewage disposal system standards require that all con - struction meet current on -site disposal standards. 6) The City of Ramsey requires that all contractors that install, repair or maintain on -site sewage disposal systems within the City be licensed by the City. 6.1) All licensed contractors are required to post a bond to insure satisfactory performance within the City of Ramsey. 6.2) Beginning in 1982 the City will require work records and pumping records from all on -site sewage disposal systems installers and pumpers., 7) Current City codes authorize the plumbing inspector to enforce the ordinance. Beginning in 1982, the City will implement the two year inspection program by requiring all residents to inspect their systems. This program will be implemented by newsletter and will require the on -site disposal pumper or inspector to submit a copy of a three part form to the City on a bi- annual basis. The form will contain the name and address of the owner, type of system and location, date, condition of system, recommendations, action taken and signa- ture of homeowner and pumper or inspector. 7.1) City codes give the plumbing inspector the authority to enforce on -site disposal standards. 7.2) The City Council has the authority to appoint or dismiss any employee of the City. 7.3) The City of Ramsey does not have any ordinances for selective delegation. However, the City Administrator has the authority to delegate responsibilities among all employees. City Code Article 150.019 provides for the enforcement, appeal and variances to the Sewage Disposal Systems Code. 8.1) Ramsey's Sewage Disposal Systems Code requires that all cost due to violations be borne by the violator. 8.2) Article 150.018B of - the Sewage Disposal Systems Code provides the Plumbing Inspector authority to stop work and require corrective work. 71b 10 -13 -81 1 -7 -82
