2. STORM SEWERS <br />STORM The City of Ramsey has not had the need for storm sewers because <br />SEWER residential densities have been low enough to use surface drainage. <br />a. Inventory With lower residential densities, the City of Ramsey has used a <br />rural design for their roads which uses ditch drainage rather <br />than storm sewers. As development increased, it became apparent <br />that the present method of handling storm water run -off was not <br />adequate. As a result the City of Rmasey has completed and <br />adopted a storm drainage plan which divides the community into <br />seven drainage districts. The seven districts includes all of <br />the urban and most of the area within the MWCC Sewer District No. <br />3 boundary which is ultimately programmed for sanitary sewer. <br />The drainage plan includes the following information: <br />1) Identification of streams, channels, and rivers. By identi- <br />fying existing natural features, it is possible to reduce <br />expenditures for storm sewer pipes. <br />Identification of ponds and wetlands. Using existing or <br />man -made depressions as part of the storm sewer system <br />reduces the maximum flow, in turn reducing pipe size and <br />cost. In addition, water quality is improved because those <br />ponds act as settling areas for material suspended in the <br />water. <br />The Comprehensive Storm Drainage Plan for Ramsey deals exclusively <br />with public facilities (pipes, channels, ponding basins, etc.). <br />For commercial, industrial development, and multi- family develop- <br />ment, the City can develop requirements for some on -site retention. <br />These might include: <br />1) Provide temporary retention ponding areas on parking lots. <br />2) Provide temporary retention ponding in parking median or <br />planting areas. <br />3) Provide temporary roof -top retention facilities on new buildings. <br />STORM As Ramsey develops, additional needs for municipal utilities <br />SEWER arise. One of the most critical of these needs is in the area of <br />b. Plan storm water control. To facilitate the handling of this storm <br />water, the City has adopted a Comprehensive Storm Drainage Plan. <br />Such a plan is needed for all areas of the City except the area <br />outside the MWCC Sanitary Sewer District No. 3 boundary. <br />The storm drainage plan provides a satisfactory storm water <br />collection system for the City of Ramsey, making use of an <br />abundance of wetlands and .watercourses in the City. The plan, <br />allows for the orderly construction of the storm drainage system <br />
